In submitting the following two Despatchs with inclosures from H.M. Consul Thomason at Foochow foo, I am induced principally too so that Your Lordship may be aware of the
pirated extent to which Piracy has arrived & is carried on the trade between this Colony & Shanghae.
From three Papers Your Lordship will gather that native Junks trading from one Port to another, are not perfectly able to protect themselves from the Pirates, & receive
little protection from their own government so that they
are compelled to go to much extra hire Private European vessels or native vessels called Lorchew, with European or Macao Portuguese Commanding to protect them: The persons commanding the Lorchew
